MW4: launch patch notes with the first weapon tuning

The official launch notes, updated from October 21 to November 2, bring the first tuning pass on 15 weapons (October 28), changes to perks and the UAV, DMZ economy and many fixes. See each weapon's changes in Updates. Official post from 2026-10-28 (Modern Warfare 4).
